The main focus of the international activities of OJSC “Kyrgyz Post” is its membership in the Regional Commonwealth in the field of Communications (RCC), the Universal Postal Union (UPU), and the EMS Cooperative.

In October 1992, in Bishkek, Kyrgyz Republic, the heads of governments of the Commonwealth of Independent States (CIS) approved the creation of the RCC and signed the “Agreement on the Coordination of Interstate Relations in the Field of Postal and Electrical Communications.”

Membership in the Regional Commonwealth in the field of Communications enables our country to build mutually beneficial postal relations with the countries participating in the Commonwealth, in an actively developing socio-economic environment. It also facilitates preparation for and participation in major international forums with the right to defend and protect national interests. Furthermore, the parties jointly work on improving the quality and security of postal exchanges between RCC member countries.

Since January 1993, the Kyrgyz Republic has been a full member of the Universal Postal Union (UPU), a specialized agency of the United Nations.

The UPU is an intergovernmental organization established in 1874 to provide and ensure high-quality postal services within a unified postal territory, which unites 192 countries worldwide.

Membership in the UPU helps OJSC “Kyrgyz Post” to:

  • Expand cooperation in postal communications between union members;
  • Improve the provision of quality services based on unified principles and technologies;
  • Establish uniform international postal links;
  • Set international postal tariffs;
  • Resolve disputes between union members, and more.

In the 29 years of UPU membership, the Kyrgyz Republic has participated in:

  • The 21st (1994, Seoul, Republic of Korea);
  • The 22nd (1999, Beijing, China);
  • The 23rd (2004, Bucharest, Romania);
  • The 24th (2008, Geneva, Switzerland);
  • The 26th (2016, Istanbul, Turkey);
  • The 27th (2021, Abidjan, Ivory Coast) UPU Congresses, which is the highest body of the Universal Postal Union.

In 1998, the EMS Cooperative was established by the Postal Operations Council of the Universal Postal Union (UPU) to develop and manage the EMS service.

Considering that the EMS Cooperative helps provide customers with higher quality and more competitive services that meet the evolving market demands, as well as promote cooperation between designated operators in member countries of the Cooperative, OJSC “Kyrgyz Post” joined it in 1999.

Also, OJSC “Kyrgyz Post,” as a full member of the EMS Cooperative, has signed and joined the Multilateral EMS Agreement.

To activate EMS services for exchanging shipments, OJSC “Kyrgyz Post” concluded Bilateral Agreements for EMS shipments exchange with:

  • China Post (2016);
  • GUP “Pochtai Tojik” (2016);
  • Turkish Post Corporation RTT (2017);
  • Russian Post (2017).

In 2013, OJSC “Kyrgyz Post” joined the International Financial System of the Universal Postal Union (IFS) and, based on bilateral agreements, exchanges electronic money transfers with CIS countries:

  • Republic of Belarus;
  • Republic of Kazakhstan;
  • Republic of Moldova;
  • Russian Federation;
  • Republic of Tajikistan;
  • Republic of Uzbekistan;
  • Republic of Azerbaijan;
  • Republic of Ukraine.

Since 2017, OJSC “Kyrgyz Post,” in collaboration with the Ministry of Education and Science of the Kyrgyz Republic, has regularly participated in an international essay competition of the epistolary genre for youth, organized by the International Bureau of the UPU, with the aim of strengthening friendship between peoples, developing writing skills in young people, improving literacy levels, and encouraging creativity.

Since January 2023, OJSC “Kyrgyz Post” has become a member of the UPU Telecommunication Cooperative. The telematics cooperative is a community of more than 160 countries that have decided to combine efforts to develop applications in postal logistics. Membership in the cooperative supports the UPU’s overall goal of improving the quality of international postal services and ensuring the accessibility, reliability, and security of postal services.
